Firstly, what is WCTH Season 11, Episode 3, “Steps Forward” about? According to the Hallmark press release, “Rosemary (Pascale Hutton) and Bill (Jack Wagner) team up to investigate a case they believe shouldn’t be closed. The women of Hope Valley start a daycare. Hickam (Ben Rosenbaum) and Mei (Amanda Wong) celebrate a milestone.”
This brief synopsis just touches on what happens in the upcoming episode, but it does not include a special detail in the preview.

Next, Hallmark has released the WCTH Season 11, Episode 3 “Steps Forward” Preview Video. What does this add to the already-released synopsis? Although the synopsis does not reveal this, this episode appears to have a lot of the new governor in it.
In the preview, Lucas (Chris McNally) is back, and already the headlines are “Lucas Bouchard’s Return Is Causing Quite A Stir.” Leland (Kavan Smith) asks Lucas if he has seen Elizabeth since he has been back. Then, Bill asks Lucas about more security. They seem to be nervous about Bouchard’s safety.
Bill is not the only one worried about Lucas. Elizabeth (Erin Krakow) is shown talking to Nathan (Kevin McGarry). She seems to be talking about her former fiancé as she reveals that she is “worried about him now.”
At the end of the preview, Lucas limps into Elizabeth’s classroom and quietly tells her that he has to ask her a question. What does he need to know?

Lastly, the WCTH “Steps Forward” Sneak Peek video delves deeper into an unsolved mystery. Bill and Rosemary are convinced that there is more to what happened to Lucas when he was shot after he won the election. Moreover, they seem to be getting closer to the bottom of things.
Bill walks into the stables, where he sees Nathan grooming Elizabeth’s horse. Bill revealed that he was listening in on a conversation Rosemary had with Montague (Benjamin Wilkerson). Consequently, Bill sneers, “He’s so smug.” Furthermore, he added, “He’s hiding something and an accomplice possibly.” Most of all, Bill declares that he does not believe Montague’s alibi, and he is determined to get to the truth.
However, Bill finally realizes that Nathan is grooming Elizabeth’s horse. Nathan quickly lies that he already groomed his horse and was helping out. But, when Bill left, Nathan’s horse looked none too pleased that his master lied, and Nathan commented right back at his horse.
