Why Is The CBS Series Not Returning In The Fall?

The reason that NCIS, one of the top CBS series is not returning as planned is due to the writers’ and actors’ strikes. Currently, both the WGA and the SAG-AFTRA unions are waiting for an acceptable contract.

That means the scripts have not been written. Moreover, the episodes should start filming now, but the actors are now also on strike. Therefore, there are no Season 21 episodes filmed. This is why CBS scrambled to fill in time slots earlier this week.
